Project Manager - DESNZ

Job Purpose
The Cambridgeshire and Peterborough Combined Authority (CPCA) is looking to appoint a project manager to work with the Department of Energy Security & Net Zero (DESNZ) Programme Office for the Local Net Zero Accelerator (LNZA) Programme.

The post holder will be embedded with the LNZA team at the Greater South East Net Zero Hub (GSENZH), which is responsible for oversight and delivery of the programme on behalf of DESNZ.



The role will work with the Head of LNZA at DESNZ and the LNZA Programme Lead at the GSENZH on the delivery of project management, performance management and reporting for the LNZA programme.

Key Responsibilities

  • Accountable for the delivery of the quarterly Programme Board cycle and the Monthly Commission, which includes performance reporting, benefits realisation and risk management.

    Work closely with the DESNZ Head of LNZA to define and deliver programme outputs to time and within budget.

    Cascade their vision and translate into delivery objectives for the team.
  • Operate with a high degree of autonomy and be able to support, challenge and influence to ensure the project is on track for successful delivery.
  • Provide effective leadership and management controls.

    Set project controls.

    Design the project structure and organisation appropriate to stage.

    Set appropriate delivery methodologies.

    Manage effective transition between project phases.
  • Identify and monitor project risks and issues.

    Develop mitigating actions and escalate as appropriate.

    Identify and work with related projects to manage interdependencies.
  • Review and process grant claims.
  • Assurance – Engage with assurance reviews and support action on recommendations.

    Organise assurance processes such as gateway reviews, as required.
  • Change Management – Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
  • Proactively support the governance of the LNZA programme through Board member engagement, briefings and reporting
  • Ensure compliance with the CPCA’s and DESNZ’s Assurance, Performance and Risk frameworks.

    Ensure compliance with the LNZA programme’s monitoring and evaluation framework.
  • Work collaboratively across the programme teams to ensure coherent delivery of reports and outputs Provide additional project management and resource for GSENZH where capacity or expertise is unavailable.
  • Develop and maintain effective relationships with GSENZH and place-based delivery teams, based on collaborative working and trust.

Experience
  • Extensive project management skills with the ability to develop projects for optimal delivery.
  • Track record in developing strong, productive partnerships and relationships, advantageously with local government partners.
  • Experience of decision-making processes and governance frameworks, ideally in project development and delivery in the public sector
  • Ability to solve problems and pre-empt issues.
  • Able to write reports/proposals/professional briefings and adapt outputs for different audiences.
  • Excellent presentation skills: the ability to present complex ideas in a comprehensive but accessible format.
  • Track record in strategy development
  • Track record of contract management, and finance and performance reporting
Desirable
  • Place based decarbonisation/net zero project planning/development/delivery experience e.g.

    local renewable energy generation, storage, heat decarbonisation, housing retrofit, mobility (EV)
  • Experience of reviewing, processing and approving grant claims/contracts
  • Experience of having engaged with assurance reviews, such as the Gateway Review process, would be desirable.

Qualifications
  • Degree level or equivalent standard of general education
  • Professional project management through one of the following, or equivalent:
  • PRINCE2 Practitioner
  • MSP Practitioner
  • Agile Project Management Practitioner
  • APM Project Management Qualification
  • APM Registered Project Professional
  • Civil Service Project Leadership Programme
  • In depth knowledge of programme and project management processes
  • Understanding of key local government politics, political structures and culture.
  • Understanding of MS Office suite of products including MS project.
Desirable
  • Knowledge of the green finance sector
  • Knowledge of HM Treasury 5 case business model (green book) process
  • Public sector procurement
