Data & Information Manager

Job Purpose

The Greater South East Net Zero Hub (‘the Hub’) has been established to play a key role in supporting the Government to deliver its net-zero ambitions.

The Hub is seeking a Data & Information Manager to lead a growing team of Analysts working to drive net-zero action across the South East of England.

The post holder will lead the development of the Hub’s in-house data analysis capabilities and hold management and leadership responsibilities for a team of Analysts and Senior Analysts, reporting to the Hub’s Head of Operations.

 

Key Responsibilities

  • Work with Programme Leads to identify how the data and information team will best support internal and external customers;
  • Facilitate a shared understanding of how Local Net Zero Strategy data and intelligence tools might be improved to serve the purposes of the Hub into the future;
  • Position the Hub as a centre of intelligence for all stakeholders seeking impartial evidence-based information and advice on local energy issues;
  • Work with Project Managers & PMOs to identify and prioritise the deployment of resources to support delivery;
  • Support the development and maintenance oversight of a repository for the data, evidence and information used by the constituent Net Zero Hub leads as a precursor to the creation of the Hub’s Central Intelligence Observatory system;
  • Support the development and maintain oversight of a master data set for the Hub’s net zero project pipeline, which can be interrogated for upscaling, cross-boundary opportunities, reporting, information sharing and signposting;
  • Develop an understanding of the data and intelligence tools created for the Local Net Zero Plans and Strategies that have and will inform project and action planning;
  • Develop a thorough understanding of how good practice in data collection, record-keeping, analysis and presentation can facilitate investment in net zero projects, and work to embed this practice in the Hub’s activities and those of its clients.
  • Support the Energy Efficiency Programme Lead to ensure that robust data and information is available both for reporting and to support planning.


Knowledge & Experience

  • Educated to degree level (or equivalent experience) in a related discipline.
  • Knowledge of energy and net zero big data
  • Working knowledge of GDPR compliance
  • IT/Computerised system design
  • Recent and extensive line-management experience
  • Working with a range of public sector functions including finance, property, sustainability/climate change Knowledge of the Net Zero and energy policy landscape
  • Experience of developing new systems and processes in an organisation
  • Familiarity with Government Grant Funding Schemes
  • Understanding of domestic retrofit and the delivery of retrofit projects
  • Knowledge of PAS2035:2019 and PAS2030 2019
  • Proven experience of designing, developing and completing tenders and grant applications
  • Experience in communicating analytical and research outputs to a non-specialist audience, especially senior decision-makers.

 
Skills & Abilities

  • Ability to interpret and analyse both raw data and published statistics/reports
  • Ability to work and collaborate with a wide range of stakeholders
  • Able to write reports/proposals/professional briefings and adapt outputs for different audiences
